The Beijing Children´s Legal Aid and Research Center (BCLARC) was founded in 1999 by the Zhicheng public interest law firm to promote the spread of democracy and rule of law in China. Working closely in Beijing with several sister organizations aimed at defending rights of marginalized people, the organisations provide a combination of direct legal services, policy recommendations and training for professionals and the public.

The BCLARC runs two legal consultation hotlines across China offering free legal advice to children. It also provides free legal representation for children and families in court by coordinating a network of more than 8,000 volunteer lawyers to represent the children. The organization also conducts legal and policy research which is regularly published, 30 books and more than 100 reports on child protection and welfare, to raise awareness and impact legislators. The BCLARC has been involved in drafting several recent laws related to child protection.
